Remarks delivered by NPI founder William H. Regnery, II on August 7, 2005 before a meeting of the American Renaissance Study Group of Chicago In 1940 whites constituted 30% of the world’s population. This number now stands at 15%. If this trend continues our fraction will plummet to 8% at mid-century. This decline will be the combination of an absolute white population loss of 100 million and an absolute population increase of 2 billion by the other races. Consider that within the first and second hand memories of people in this room the white race may go from master of the universe to an anthropological curiosity. This remarkable prospect cries out for a diagnosis in the hope of cure or at the very least finding a means of remission. Whites have created, as New Century Foundation President Jared Taylor terms it, “an agreeable society.” I am reminded of a New York Times article some years ago that investigated the redirection of the migratory flow of Russian Jews from Israel to Germany. In the course of the inquiry a beautician, practicing in Berlin, was asked why she did not set up shop in Jerusalem. She replied “too many Jews.” Now this ethnic preference finds a much larger racial expression with a billion each of Africans, Indians, and Chinese, to say nothing of the exploding Middle East populations. The English-speaking countries were the first to throw open their immigration doors in the sixties and seventies. Europe followed suit. However, it should be noted that this is not a worldwide phenomenon. While open borders might not be much of an inducement for a Bulgarian immigrant to select Kuala Lumpur over Chicago, nonetheless Malaysia does not allow diverse and disruptive immigration, nor do China, Korea, Japan, India, and the countries of the Middle East. As for Africa and Amerindian South America, the deck is increasingly being stacked in favor of the aboriginal population. So it appears that whites are unique in welcoming racial aliens into their midst. Why? I suggest that to a greater or lesser extent whites been hard-wired to be more concerned about others and more accepting of notions of universal equality. Such instincts fathered the philosophical arguments and social arrangements that have been codified into an increasingly tyrannical agenda that goes by the innocent sounding name of “political correctness.” We forged our own chains and willingly shuffle about in shackles. Archaeological evidence indicates that Homo sapiens first settled in Europe around 40,000 BC, during the relatively warm spell in the Ice Age. Between 20,000 and 16,000 BC a period of extreme cold forced settlers back south. Central Europe was depopulated. After this cold peak, the climate grew milder. Gradually people began returning to the regions they had abandoned thousands of years before. Meanwhile, the ice cap progressively withdrew north, opening up new territory for settlement. The Ice Age came to an end with a phase of rapid climate change around 9500 BC. Using new DNA evidence, Ryk Ward of Oxford University’s Institute of Biological Anthropology believes that about 1,000 individuals, and possibly as few as 50, gave rise to the modern northern European gene pool. It’s theorized that this remnant population retreated to the Balkans or Spain to escape the spread of the glaciers. Support for this “Choke Point Theory” comes from recent DNA studies in England. In his book The Tribes of Britain, archaeologist David Miles says that the majority of the genetic characteristics of most white Britons have been passed down from a few thousand Ice Age hunters. Professor Miles, who is a research fellow at the Institute of Archaeology at Oxford, says recent genetic and archaeological evidence puts a new perspective on the history of the British people. He states “There's been a lot of arguing over the last ten years, but it's now more or less agreed that about 80 percent of Britons' genes come from hunter-gatherers who came in immediately after the Ice Age.” Those who represented this residual group, or more likely groups, possessed certain survival attributes, one of which must have been a finely developed sense of group cooperation. Such a psychological imperative would have had positive survival implications for over 8,000 years, or the 300 generations of the European deep freeze. Such a period would have provided the time necessary for natural selection to anchor these traits deep within the genetic code of the founding population. In the next 10,000 years this group spread through Europe, into the Middle East, and left genetic finger prints in India and mummified remains in China. At the end of this incubation period the Roman historian Tacitus took stock of the Germanic tribes that inhibited Europe north of the Alps. In his commentary he states, “I agree with those who think that the tribes of Germany are free from all taint of intermarriages with foreign nations, and that they appear as a distinct, unmixed race, like none but themselves. Hence, too, the same physical peculiarities throughout so vast a population. All have fierce blue eyes, red hair, huge frames, fit only for a sudden exertion.” He attributes this aboriginal state to an inhospitable and isolated homeland. “For, in former times it was not by land but on shipboard that those who sought to emigrate would arrive; and the... hostile [North Sea] is seldom entered by a sail from our world. And, beside the perils of rough and unknown seas, who would leave Asia, or Africa or Italy for Germany, with its wild country, its inclement skies, its sullen manners and aspect, unless indeed it were his home?” Even at a distance he discerned characteristics that, if not unique to the West, are rare elsewhere. These habits flow logically from those survival traits of the founding population and remain intact today. Equality of responsibility in marriage “[The woman]...is reminded by the ceremony which inaugurates marriage that she is her husband's partner in toil and danger, destined to suffer and to dare with him alike both in peace and in war.” Respect for women “They even believe that the [female] has a certain sanctity and prescience, and they do not despise their counsels, or make light of their answers.” “The young men marry late, and their vigor is thus unimpaired. Nor are the maidens hurried into marriage; the same age and a similar stature is required.” Monogamous marriages “Their marriage code, however, is strict, and indeed no part of their manners is more praiseworthy. Almost alone among barbarians they are content with one wife...” Communal decision making “About minor matters the chiefs deliberate, about the more important the whole tribe. Yet even when the final decision rests with the people, the affair is always thoroughly discussed by the chiefs. They assemble...when the multitude think proper, they sit down armed. Silence is proclaimed by the priests, who have on these occasions the right of keeping order. Then the king or the chief...is heard, more because he has influence to persuade than because he has power to command. If his sentiments displease them, they reject them with murmurs; if they are satisfied, they brandish their spears.” Meritocracy “They choose their kings by birth, their generals for merit. These kings have not unlimited or arbitrary power, and the generals do more by example than by authority. If they are energetic, if they are conspicuous, if they fight in the front, they lead because they are admired.” Social Equality “Every mother suckles her own offspring and never entrusts it to servants and nurses. The master is not distinguished from the slave by being brought up with greater delicacy. Both live amid the same flocks and lie on the same ground till the freeborn are distinguished by age and recognized by merit.” So until the Age of Discovery the heartland of Europe was an insular peninsula inhabited for 10,000 years by an extended tribe. This “Volk” inherited from a small founding population proclivities for social parity and gender equality and group altruism. These characteristics would have been essential for the survival of a remnant cohort eking out a barely sustainable existence in an inhospitable environment. These characteristics would have been useful but not essential to their descendants living in a harsh but isolated land. These characteristics played a decisive role in the intellectual, cultural and material development of a modern but still genetically insular Europe. Along comes Mr. Boeing, however, and the indiscriminate application of these characteristics to aliens and a nonreciprocating world mean the “suicide of the West.” A people can recover from genocide, as witnessed by the Russian response to the Mongol invasion and Bolshevik coup d’état. If Europe’s return from the bubonic plague is any guide, a pandemic of the first order delivers only a temporary blow. As the record indicates, even the inhospitable climate accompanying the last great Ice Age did not eradicate humans from Europe. But what nature cannot do to man, man can do to himself: witness the extinction of the Picts of Britain, the Neanderthals of Europe, the Hottentots and Bushmen of Africa, and any number of Indian tribes of North America. While our demise is not ordained by extrapolating the population trends of the last fifty years, it is the acceptance, and in some quarters welcoming, of this decline that must give us pause. While our predicament has a genetic component this condition can be neutralized by comprehension of our peril and the application of mitigating measures. If the withering of white population can be attributed in part to feminism, contraception, and childrearing expenses, the Mormon example of birth growth in the face of these negative factors proves that once the will is set the way will follow. My friend, trusted colleague, and all but co-founder of NPI, Sam Francis, wrote in one of his last essays: To this end I founded the National Policy Institute, which recently opened its doors in Washington with a full time staff of four, soon to be five. Our mission statement — still in draft form — sums up our objective: Building a sense of racial unity awaits the deconstruction of the multicultural paradigm, idea by idea and program by program. People have to be systematically disabused of a lifetime of propaganda and separated from accustomed habits. While a message of hope and plan for the future must be presented, the most pressing problem is an ignorance of our danger. And here, there is no silver bullet. No one study will have the same impact on all readers and no handful of position papers will carry the day, but over time, if we do our job and we are right in our assessment of the potential, there will be some movement our way. Here I have no illusions about directly putting Washington right or even making steps in that direction. I want to use its imperial celebrity to amplify our voice and standing and to broadcast to the rank and file in the hinterlands. I believe that a material fraction of the white population has been or shortly will be personally or vicariously mugged by reality on the way to multicultural Never-Neverland. These incidents will only grow in number and impact. Soccer moms and NASCAR dads might pay lip service to affirmative action slogans but they move to lily white developments that are turning rural pastures into house farms. Follow the behavior, follow the money. Particular support for this contention comes from Professor Andrew Fraser, who was ousted by MacQuarie University in Sydney for advocating the continuation of a white Australia. In a recent interview, Fraser defined his awakening thus: ”I was never very interested in race at all. As we can see, most white Australians do not — or white Canadians — do not actually like to think of themselves as members of a racial group. And I was fairly typical in that. But over the last ten to fifteen years it has become plain to me that members of other ethnic and religious groups are very interested in their particular racial or ethnic identity, and had no hesitation whatever in identifying themselves as members of particular ethno-cultural groups and promoting the interests of those groups. So, in short, what's going on here is everybody else is playing the game of identity politics, and white Australians are willy-nilly being forced to play catch-up in that game.” So, in closing, I believe that to get in the game means elevating white consciousness so that there is a recognition that we are a unique but endangered part of humanity, with a vibrant past and an even more productive future. Remember the line from Shakespeare’s Julius Caesar in which Mark Antony observes, “The fault, dear Brutus, lies not in our stars, but in ourselves...” We got ourselves into this mess, and we have the capacity to dig our way out.

”Since the collapse of American conservatism under Ronald Reagan and afterwards, there has been a desperate need for the emergence of a new identity for the right, both in Europe and America, a right that is less concerned with defending the ‘wisdom of our ancestors,’ ‘the free market,’ the Constitution, and similar bromides and is more interested in conserving a specific human group, its biological foundations, and its cultural extensions — in the case of Euro-American conservatism, European man as a race and the heir and creator of a civilization whether on the European or North American continents.”
The National Policy Institute is a Washington, D.C.–based research foundation that educates the public on trends and policies which affect the interests of the United States’ historic majority population. NPI seeks to elevate the consciousness of whites, ensure our biological and cultural continuity, and protect our civil rights. Excellent article - and true.
Great piece. She replied “too many Jews.” This is soo true. My wife's cousin recently moved from Bolingbrook to Downers Grove, Illinois. Why? "Too many hispanics." But over the last ten to fifteen years it has become plain to me that members of other ethnic and religious groups are very interested in their particular racial or ethnic identity, and had no hesitation whatever in identifying themselves as members of particular ethno-cultural groups and promoting the interests of those groups. Sounds familiar! My wife has told me over the years about how Puerto Ricans and hispanics in general tend to look out for each other. This created unease and congitive dissonance in me. She shamelessly exploits what she calls her "Puerto Rican network." Certainly there's a de facto white network too, but educated white people inculcated with Fashionable Opinion don't think of it as a white network. I had never really thought of myself as anything in particular -- I just knew what I was *not*. Now I do have something of an idea, but I still can't say "Go Honkeys!" with quite the feeling that my wife can put into "Go Puerto Ricans!" (Islanders and their immediate descendants that is -- no love on her part for New Yoricans.)
