Immigration See other Immigration Articles Title: It’ll Never Work – More Eeyore Jeh Johnson Failures Come To Light In DHS “Honor Amnesty System” In its recently released Semiannual Report to the Congress, the DHS Inspector General reported that ICE no longer supervises some [ISAP] participants. ISAP is an acronym for the Intensive Supervision Appearance Program, a program which they revealed to be much less intense than the name would indicate. According to the report, DHS admits that they no longer track some foreigners that they have chosen to release back into the communities of America. The reasons are the same weve heard from Secretary Jeh Johnson, the human Eeyore, more times than we can recall. Excuses like, Itll never work because we have to prioritize, itll never work because we dont have the funding, or Itll never work because were taking over the United States and this is our invading, occupying force. ISAP is little more than an honor system with a promise to appear for a deportation hearing and an ankle bracelet, both easily broken. Breitbart.com reports that The program enrolls aliens, both legal and illegal, who are at high risk of committing criminal acts, absconding, or violating the terms of their release, such as reporting requirements. It then gives them the freedom and the opportunity to do exactly that. The Inspector General also reported that ICE cannot definitely determine how many ISAP participants have absconded or reoffended after being set free because they no longer track the offenders. Its yet another example of the pathetic lack of leadership at DHS under Jeh Johnson. This huge agency with a very important stated mission has devolved in little more than a tool for use in the dissolution of our republic. Homeland Security has nothing to do with protecting our nation. It is an Orwellian misnomer. The Inspector General found that ICE, supposedly the agency with responsibility for detaining illegal aliens and legal immigrant lawbreakers, has now abdicated that duty, without notification to Congress, by executive decision. They simply stopped supervising some, perhaps all, of those it releases under the program. The IG stated, We determined ICE has changed how it uses the Intensive Supervision Appearance Program and no longer supervises some participants throughout their immigration proceedings. As a result, ICE cannot definitively determine whether the program has reduced the rate at which aliens who were once in the program, but who are no longer participating, have absconded or been arrested for criminal acts. The IG said, ICE instructed field offices to consider re-detaining non-compliant Supervision Appearance Program participants, but most field offices do not have sufficient funding for detention bed space to accommodate all non-compliant participants. A suggestion to consider something is an acknowledgment that it is optional. The bed shortage excuse is the same funding-created chaos that Johnson favors as a reason for most of his failures and lawlessness. DHS is fully funded. His excuses are hollow. The report was initially released in February but was revised and just recently re-released. The IG also noted that over the course of three years ending in 2012, an estimated 5,000 ISAP participants were either arrested in the commission of another crime or had simply absconded.
