The last thing financial regulators want is a repeat of the 2008-2009 financial crisis, but clearly some of them see just such a possibility dead ahead. For example, The Basel Committee on Banking Supervision which includes members of the U.S. Federal Reserve, the European Central Bank, and other international power brokers is proposing a series of new rules designed to help banks prepare for possible interest rate shocks.
