WASHINGTON (Reuters) - Republican U.S. presidential candidate Rand Paul is proposing that businesses and individual Americans pay a federal flat tax of 14.5 percent in a plan that would cut the government's tax revenue by more than $2 trillion over 10 years.

The Kentucky senator's plan, which he describes in a Wall Street Journal's opinion piece being published on Thursday, would establish a 14.5 percent flat-rate tax applied equally to all personal income, including wages, salaries, dividends, capital gains, rents and interest.

All deductions except for a mortgage and charities would be eliminated under the proposal. Paul said the first $50,000 of income for a family of four would not be taxed and that for low-income working families, the plan would retain the earned-income tax credit.

"My tax plan would blow up the tax code and start over," Paul wrote.

His proposal also would eliminate the payroll tax on workers and several federal taxes including gift and estate taxes, telephone taxes and all duties and tariffs.

He said he would also apply a uniform 14.5 percent business-activity tax on all companies, down from as high as nearly 40 percent for small businesses and 35 percent for corporations.

"The immediate question everyone asks is: Won’t this 14.5 percent tax plan blow a massive hole in the budget deficit? As a senator, I have proposed balanced budgets and I pledge to balance the budget as president," Paul wrote.

The Journal reported that Paul said his plan would cut the government’s tax take by more than $2 trillion over 10 years, or at least 5 percent, based on congressional revenue estimates for 2016 to 2025. It also would require major spending cuts to avoid adding to deficits, the Journal said.

Paul wrote that the current U.S. tax code "has grown so corrupt, complicated, intrusive and anti-growth that I’ve concluded the system isn’t fixable."

Anyone who actually WON running on eliminating the IRS and implementing a national flat tax would wind up just like JFK within the first month in office.

The reason the tax table is so complicated is because it is based on PERPETUAL TAXATION.

That means that you never actually OWN ANYTHING.

The government does.

Property owners PERPETUALLY pay taxes on homes, businesses, personal automobiles, equipment even after they ALREADY PAID the PURCHASE TAX on the original purchase of the items being bought.

You never really own ANYTHING.

THAT is the CURSE of perpetual taxation.

Paul doesn't even come close to mentioning it. His 'flat tax' is peanuts in comparison to how the gov PERPETUALLY rapes tax payers in this country.

The only politician besides ron who I ever heard mention that was tom mcclintock, when he was running for governor of CA, arnie and grey davis were bickering about whether the car tax should be tripled. Mcclintock on the other hand said wait a minute. Why should we have a car registration tax at all, you don't really own it if you owe perpetual tax on it.

Hee introduced a CA state constitutional amendment which would've scrapped the car tax entirely, forever. He said the state didn't need it. His site was nocartax.com. all he needed were a few hundred thousand sigs which would've placed the initiative on the ballot then allowed a statewide vote to abolish the car tax.

Can you believe he could not even get a few hundred thou people to sign this, to rid themselves of this tax?

That still pisses me off every year when I pay our vehicle tag fees. Amazing stuff the populace of america. The people actually at the time defended the need for a car tax and were scared what would we do without it, "the state needs the money".

I heavily promoted the measure at the time & put giant NOCARTAX:Com letters on my truck. I went to the dmv to get people to sign the petition while they waited in line to pay their car tax and the security said I had to get a permission from the chp to do that.

Mcclintock is now a US congressman, but he turned out to be quite disappointing as a rabid pro israel zionist.

Even if Tom McClintock had TEN MILLION signatures, and the CA legislature had passed it (kill the perpetual car tax), the 9th Circus would have squashed it like a pimple on Jerry Brown's ass.

Back to Rand Paul.

Another thing he dare not play with, and dare not mention is the U.N. tax, and their 'energy tax.' Why doesn't he mention anything about those? Why doesn't he mention the GLOBAL TAX? If you notice, NOBODY is bringing it up.

I have a vague notion it's supposed to stop erosion, but only a total madman would actually believe it's doing that.
