Yes. Even the Crusaders were falsely accused by crisis actors who claimed to be in fear of them on the march; so that royals and bishops and such would provide them with "refuge" in places of power -- make them a protected class supposedly in need of extra special security measures. The difference in modern times is that it's not quite as easy anymore to get away with staging a false flag simply by lying accusations, so photo and film fakery productions and other rigged exhibits are presented as news/"evidence" to help the connivers deceive their "marks" -- usually for the same objectives as earlier eras: more security and expenditures of state for them, less freedom for others, wars...
