Did you notice the time stamp on the video? It is 4:24 PM PACIFIC TIME. This means the House chamber was likely EMPTY. Everyone had gone home for the day. There is no one sitting in the seats which are in view.

He said that 72% of the land in that county is under the control of the government. Now this means that in reality, it is the U.N. that controls the land. U.S. government merely oversees it and supplies warm bodies to take care of it. ;)
