Israeli Prime Minister Benjamin Netanyahu speaks via a satellite feed to the American Israel Public Affairs Committee 2016 Policy Conference in Washington on Tuesday.

Israeli Prime Minister Benjamin Netanyahu on Tuesday offered condolences following the terror attacks in Brussels as part of a wider condemnation of global terrorism in a speech to the American Israel Public Affairs Committee Policy Conference in Washington.

"The chain of attacks from Paris to San Bernardino to Istanbul to the Ivory Coast and now to Brussels and the daily attacks in Israel, this is one continuous assault on all of us," Netanyahu told the audience via live satellite from Jerusalem. "The only way to defeat these terrorists is to join together and fight them together. That's how we'll defeat terrorism: with political unity and with moral clarity."

At least 31 people were killed in explosions Tuesday at the Brussels airport and at a subway station.

In his speech to a record crowd at the pro-Israel lobbying group's annual conference, Netanyahu also thanked President Barack Obama for his role in supporting Israel and ensuring it has the ability to defend itself against nations like Iran. While the two presidents do not have a warm relationship, U.S. security assistance funding to Israel reached a record level under Obama.

"America has generously provided Israel with many of the tools we need to defend ourselves. We're now working on a new agreement to help bolster Israel's security in the years to come," Netanyahu said. "I hope we can conclude that agreement soon and I take this opportunity once again to thank President Obama for his support, including for ballistic missile defense."

The Israeli prime minister was originally scheduled to appear in person at the AIPAC conference, and was to meet with Obama last week in Washington. Netanyahu canceled the meeting, citing a desire not to interfere in U.S. elections, but reportedly was also wary of leaving the White House without finalizing that new security agreement. The current U.S. aid package to Israel expires next year, and the White House wants to finalize a deal before Obama leaves office.

Netanyahu thanked delegates at the conference for their role last year in lobbying against the Iran nuclear deal, one of his largest points of contention with Obama. Israel vehemently opposed the deal agreed to last July by major world powers and Iran that restricted Iran's nuclear program in exchange for sanctions relief. Last year's AIPAC conference helped to mobilize delegates in lobbying against the deal, which was ultimately approved by Congress and went into effect in January.

Israel has traditionally garnered bipartisan support in the White House and Congress, but the debate over the Iran nuclear deal divided politicians. This year, Netanyahu emphasized the importance of maintaining support for Israel among both Republicans and Democrats, a departure from his polarizing rhetoric last year.

"We also deeply appreciate the strong bipartisan support for Israel in Congress and the strong overwhelming support for Israel among the American people," Netanyahu said. "I believe that Israel must never be an issue that divides Americans, but a great cause of liberty that unites Americans."

Netanyahu avoided wading into American electoral politics in his speech, only mentioning the 2016 presidential race while thanking candidates who spoke at the AIPAC conference Monday who affirmed their support for direct Israeli-Palestinian peace negotiations instead of a process governed by the U.N. Israel maintains that the U.N. is biased against Israel and should not mediate talks.

"Why would anyone think that the U.N. could decide on a fair and secure peace for Israel?" Netanyahu asked. "Such an effort in the U.N. would only convince the Palestinians that they can stab their way to a state."

The last round of peace negotiations, mediated by Secretary of State John Kerry, collapsed in 2014. There is little chance a productive dialogue will resume in the near future, although Netanyahu said Tuesday he is willing to resume negotiations "immediately, without preconditions, anytime, anywhere."
