Women who have illegal abortions should be punished, Republican presidential frontrunner Donald Trump said on Wednesday.

Trump was asked by MSNBC’s Chris Matthews to define his “pro-life” stance and assertions that abortion should be banned.

“Do you believe in punishment for abortion – yes or no – as a principle?” asked Matthews, during the taping of a town hall event.

“The answer is there has to be some form of punishment,” said Trump.

“For the woman?” Matthews said.

“Yeah, there has to be some form,” Trump replied.

“Ten cents, 10 years, what?” Matthews asked again, pressing.

“That I don’t know,” said Trump.

The 90-second exchange is likely to inflame Democratic pro-choice advocates, Republicans who have criticized Trump for flip-flopping on the issue, and anti-abortion advocates who may call Trump’s comments a misunderstanding of their stance.

In a 1999 interview, Trump described himself as “pro-choice in every respect”, and also said he would not “ban abortion” if he was ever elected president. But his position as a presidential candidate has changed starkly.

Trump later tried to clarify his position in a statement, but stopped short of retracting his view stated on MSNBC that women should be punished.

However, Trump seemed to acknowledge that the establishment of any anti-abortion law would fall to Congress or state legislatures.

“If Congress were to pass legislation making abortion illegal and the federal courts upheld this legislation, or any state were permitted to ban abortion under state and federal law, the doctor or any other person performing this illegal act upon a woman would be held legally responsible, not the woman. The woman is a victim in this case as is the life in her womb. My position has not changed – like Ronald Reagan, I am pro-life with exceptions,” the statement said.

Democratic frontrunner Hillary Clinton called the comments “horrific and telling”.

Planned Parenthood Action Fund, the political arm of America’s best-known abortion provider, said the statements were tantamount to an incitement of violence.

The Susan B Anthony List, an anti-abortion group, attempted to clarify the position of the anti-abortion lobby, calling Trump a “convert” to the movement.

“[Let] us be clear: punishment is solely for the abortionist who profits off of the destruction of one life and the grave wounding of another,” said president Marjorie Dannenfelser in a statement.

The exchange prompted immediate questions for other Republican candidates about how they would enforce an “abortion ban”.

Ohio governor and Republican nominee hopeful John Kasich told Chuck Todd the same afternoon that punishing women who have illegal abortions, in the hypothetical situation that there were a ban, was not “an appropriate response”.

No one can give an answer on abortion that will make everyone happy, and it seems to me Trump was basically forced to give an answer when he wasn't prepared to do so.

Lack of preparation on this topic, sure that's Trump's bad. But Trump has demonstrated a resiliency. He'll come back in the next few days and cover the topic again with a more well thought out position, probably chastising Matthews for being overly demanding in the process.

Trump's position on this topic is being mischaracterized for sure.

A nation made up of such a diverse population and its political leaders aren't honestly capable of deciding this issue for everyone with a one law fits all type of legislation. The government should have no say whatsoever and a President, regardless of his own personal belief system needs to understand the limits of his authority over other people's personal decisions.

That being said I am opposed to abortion. I do not think the State or the FEDS should have anything to say in the matter nor should taxpayer money be utilized to fund such a divisive issue. All decisions of this nature should be left to the parties involved, Doctor, and couple requiring procedure. These parties will answer for their decision but should have no need to answer to some bureaucrat.

Another thing, Trump without the "T" is simply an ASS (Rump). This election cycle should be enough to make any thinking individual nauseous enough to ask - who are these creeps and how is it they have managed to get so intricately involved in what I once thought was my life ?

It is an intricate and tangled web they have woven around us to control our actions. Much of this has to do with the Social Security Number and how it is used, plus if you vote, or not.

Once your birth is registered (now you get your SSN at birth) it initiates a series of actions that tie you into their system. It is much like the movies about the Matrix. We all want to be free from their system of control, but it is difficult to do so.

Personally, I have me Security Agreement on file with the Secretary of State of my State, and this gives my claim priority over all others. And this includes the State and Federal income taxes which can be paid by Assignment of Account.

Unfortunately, my Payee at the Courthouse has nullified my Security Agreement by paying those scoundrels. And I intend to end this once and for all at the earliest possibility. ;)

Your position on these matters is just slightly different from mine. (And to be perfectly honest I have chosen NOT to study or use the UCC 1 because it too is part of their scheme. You may be right but my position is to be absolutely separate and independent of their system).

Thanks. Having watched the Trump/Matthews exchange for the first time, it's clear Matthews was really, really pressing him for an answer. I think the doom and gloom commentary they discuss based on this exchange is just that. The only fault Trump demonstrated was lack of preparation on the issue. But the people who like Trump like him for reasons having nothing to do with good mentally prepared soundbites, but rather because he's honest enough to say what he thinks, which is something politicians don't do.
