A statement from the Minnesota Bureau of Criminal Apprehension names officer Jeronimo Yanez as the shooter. The St. Anthony Police Department has been a part a Hennepin County Weapons of Mass Destruction (WMD) Tactical Team since 2004. The team falls under the authority of the Hennepin County Sheriff's Office. Official police archives reveal that the St. Anthony police dept. has received funding and training from the U.S. Department of Homeland Security, the FBI, U.S. Secret Service, and the National Guard. A St. Anthony P.D. bulletin from 2007 notes: "The St. Anthony Police Department is ready and has been a part a Hennepin County Weapons of Mass Destruction (WMD) Tactical Team since it was first created three years ago. The team falls under the authority of the Hennepin County Sheriff's Office and is made up of tactical officers from agencies around Hennepin County. Assignment to this team is an additional duty beyond that of the usual patrol duties with the St. Anthony Police Department. This team is unique, not only because of its specialized mission, but because it is multi-jurisdictional. Having tactical officers from different agencies make up the team gives it the benefit of having that larger web of connections and resources that each agency and team member brings with them. ...This team is specifically trained and equipped to provide a tactical law enforcement response to a terrorist weapon of mass destruction event or other crime where a hazardous materials threat is present. This means that the team is trained to operate and be successful in pre-emptying a terrorist attack, or function in a hazardous environment to end a terrorist attack. To this end, officers have undergone extensive training and have been equipped with specialized gear. Some of this equipment includes self-contained breathing apparatus (SCBA), gas masks, chemical protective clothing, radiation meters, chemical detection and identification equipment, specialized cameras for searching, and a remote control robot. The equipment and training received has been funded by homeland security and domestic preparedness grants. Members have been trained as hazardous materials technicians, undergone basic and advanced certifications in WMD tactical operations, and have received training from the FBI, U.S. Secret Service, and the National Guard 55th Civil Support Team."
