Government issue money for the creation of assets like high-speed rail, irrigation and other waterworks, etc. Better alternative is a merit-based society in which basics of food, shelter, clothing, medicine is provided to everyone. Perks beyond this depend on the marketable wealth individual produces or takes training to produce, under the guidance/direction of geeks who survey needs, assign personnel/resources.
