Russia and China, along with other sovereign nations, have thrown a monkey wrench into the best-laid US plans for continued global domination, says Professor Dennis Etler, an American political analyst who has a decades-long interest in international affairs.

Etler, a professor of Anthropology at Cabrillo College in Aptos, California, made the remarks in an interview with Press TV on Friday, after Philippine President Rodrigo Duterte said he does not want to see any foreign troops in his country, and that the United States should “forget” a defense pact with Manila.

Duterte told reporters on Tuesday at the airport in the capital of Manila before leaving for Japan that if he stayed longer, he would not sign the Enhanced Defense Cooperation Agreement (EDCA) with the US.

As a counter to China in the South China Sea, the US and the Philippines enacted the EDCA in 2014, giving the US military rotational access to five bases in the Philippines.

Last month, President Duterte promised he would review the defense pact, and called for the withdrawal of US Special Forces from southern Philippines. On Tuesday, Duterte said he is against the presence of any foreign troops in the Philippines.

During a visit to China last week, President Duterte announced a "separation from the US,” saying it applied to military and economic cooperation between Washington and Manila.

Professor Etler said, “President Rodrigo Duterte's recent visit to and rapprochement with China represents the end of the era of neo-colonial domination of Southeast Asia. It is a direct challenge to US Imperialism's control over the region as it attempts to thwart China's rise.”

“Duterte's pivot to China and his vow to redefine the Philippine's relationship with the US puts the lie to the contention that the goal of the US in the South China Sea and the Asian-Pacific in general is to protect ‘freedom of navigation’ or altruistically support its allies in their contention with China over issues of sovereignty,” he added.

“It tears the mask off of US hypocrisy and exposes its true intentions, to maintain hegemony over every region of the world and create a cordon sanitaire around any country that seeks to break free from the world order imposed by US Imperialism after WW2. That set of international rules and regulations was meant to perpetuate the global dominance of the US both economically and militarily,” the analyst stated.

‘Cold War was not to contain Communism’

Professor Etler said the Cold War “was not a struggle to contain the spread of Communism. In actual fact Stalin, Mao, Ho Chi Minh and Kim Il-sung sought only to maintain the gains they had won as a result of their victory over fascism in the West and Japanese militarism in the East. It was the US that wanted to roll back those gains and defeat the USSR in Europe and the PRC in Asia.”

“With the collapse of the Soviet Union and the socialist bloc half of that task was achieved. At first it was assumed that China would be the next to fall and great efforts were made to foment dissent there in 1989. Unlike the Soviet Union under Gorbachev, however, the Chinese stood firm and would not relinquish control to a neo-liberal fifth column waiting in the wings,” he added.

“With the CPC (Communist Party of China) firmly in control and embarked on the economic reforms that would allow it to take-off economically, the US decided to watch and wait until the ‘inevitable’ triumph of neo-liberalism in China and its peaceful transformation into a subservient vassal of US imperialism,” he noted.

“The best-laid plans of mice and men, however, often go array and in both Russia and China a resurgent nationalism has thrown a monkey wrench into the US plans for continued global dominance. This nationalism was not brought on by revanchism as the US contends, but by US attempts to contain and convert all sovereign states into willing and servile dependencies. In their resistance to US bullying, both China and Russia, along with other sovereign nations have coalesced into a resurgent anti-imperialist coalition,” Professor Etler said.

“President Duterte as a patriotic Filipino understands that the US is not a benevolent force wanting to aid the Philippine's economic and social growth and development. On the contrary, he understands that the US is a colonial power bent on keeping the Philippines dependent on US economic and military domination in order to serve as its Southeast Asian cat's paw in contending with China,” he said.

“In order to reassert the Philippine's sovereign right to self-determination Duterte has demanded the abrogation of US-Philippine defense arrangements and the withdrawal of foreign troops stationed on Philippine soil,” the commentator stated.

“He has also reasserted the Philippine's right to seek support from all nations wishing to develop mutually beneficial diplomatic, economic and military relations. This of course is anathema to the US. The corporate/state controlled media in the US can only see Duterte's actions as those of an unpredictable ‘madman,’ hoping against hope that he eventually will see the error of his ways. If not it won't be long before other solutions to the Duterte problem will be sought,” Professor Etler concluded.
