Anyone have any context on what he is referring to?

I turned the closed captioning transcription on and the number of years written was 120, which puts the time period he's speaking of at 1897 and indicates that the Western Europe integrated-context likely refers to Herzl's governmental assemblage there of the First World Zionist Congress in Basel, Switzerland.

People don't usually make obscure references so specific, so I had it pegged as leaning more arcane. These are a people that like to pay homage to themselves. A lot.
