As highlighted by the latest edition of the European Drug Report, Estonia is the country with the most drug-induced deaths per million population in Europe. At 103, 82 above the EU average, only Sweden comes close with 100 deaths. At the other end of the scale, Portugal, where drugs were decriminalised back in 2001, had only 6 per million people. Looking outside of Europe, Estonia's problems are pulled into sharp relief by the rate in the United States. In 2016, there were a staggering 185 deaths per million.

When I live in Chicago in late 70s, this girl who was in High School and lived across the street came to my front door. She was with her girlfriend, and she told me some guy tried to pick her up when she was walking home alone from school. So I said, "Let's go and we will look for this guy. We hop in my Blazer and take off toward the school. We spot this guy a few blocks from the school. So I make a U-turn and get behind him. He pulls over on 4 lane and waits for traffic to come and pulls out in front of them. I had to wait for a few cars to go by, but I caught him about 4 blocks away at gas station next to Post Office. The girls got his tag number. I tell them write it down now and give it to Rick the school cop. They find out he lives right across from the school. So they put a good looking blond lady cop out front. He comes popping out the door and sees her. He walks up to her and says, "Hey, baby, let's go upstairs and we can smoke a joint." She gives the signal and they bust him. They go upstairs and find weed. He is sitting in the shitter and I find out about it. So I tell the guys in the neighborhood, "get some ball bats and let's go." I drive over by the school and point out the car. Then I go around the block. They jump out and take all the windows out of the car all the way around. They run and jump back in my Blazer. I see this guy again maybe 2 or 3 months later doing the same thing, hitting on chicks walking alone down the street. He pulls up on corner to get out of his car. I have this chick in the truck with me and tell her to get down. I pull up along side of him and say, "Hey, I see you are still up to your old tricks." And I was out of there. People like that do not change. And if he has been in prison, they get rid of those kind of people real quick in there. ROTFLMAO!
