ISIS may very well have been defeated in Syria but that doesn't win the war. The Syrians now have to get the Americans and Turks out of their country and there are a lot of both still there.

The Russians are rumored to issue a demand in 10 days that the Americans withdraw. The Iraqi Popular Militia can force the Americans out of Iraq which means they will leave Syria as well.
