[A] binding IMF rule is that it cannot lend to countries at war or use IMF credit to engage in warfare. Article I of its 1944-45 founding charter ban[s] the fund from lending to a member state engaged in civil war or at war with another member state, or for military purposes in general. ... the IMF is now lending to [Ukraine] a borrower at war, indeed one that is destroying its export capacity and hence its balance-of-payments ability to pay back the loan. ... Good for Oliver Stone! He busts PC in a Jewy way, but this production sounds quite real.
