The key is to understand the difference between a Congressional spending bill and an Omnibus bill. He can spend the Omnibus money to build a wall. Can't do that with a Congressional bill.

I thought mexico was gonna pay for this wall. I even thought it was supposed to be accomplished by utilizing seized drug money from Mexican drug runners which I thought was ingenious because by doing that you really would be making mexico pay for the wall (in a sense) ..... Then again, I thought HIllary CLinton would face criminal charges too .... SMH SSDD

Maybe it is like that movie, "No Country for Old Men". A drug deal goes bad and a gringo on a hunting trip stumbles upon it. He tracks this guy away from the spot since he figured he had the cash. The drugs (Mexican Mud) were gone and the cash was in a big satchel. He found the guy dead under a tree and took the case. But it had a radio beacon in it. So the Mexican hit man followed him until he finally caught him and killed him. But the hit man was wounded in the ordeal. At the end he gets in a car wreck and breaks his arm badly. He gives a kid $300 for his bike and rides away with his arm in a sling. He was pretty tough cookie. ;)
