The key is to understand the difference between a Congressional spending bill and an Omnibus bill. He can spend the Omnibus money to build a wall. Can't do that with a Congressional bill.

Exactly. It's just like when they want to throw a war. Normally there's endless weeping and wailing about how to keep the govt turned on, but oh when they threw 9/11 there was endless funds for a hundred-year war on the other side of the world and starting up the Dept of Home Insecurity featuring a staff of 100,000s of people.
