That is rather simplistic view of a natural process, military or otherwise.
Everything, civilian or military has a useful shelf life. After that projected lifetime weaponry becomes dangerous, even atomic weapons are dismantled, new ones brought in for replacement.
Even grunts and dogfaces are replaced year after year.
I was a grunt for the highway department in Illinois for 20 years. I just talked with a guy at the last yard I was at and he told me they are still talking about me there. Maybe I made quite an impression on them. ;)
