You hit this one on the nose. The Happy Hooligans were the North Dakota Air National Guard unit on assignment to protect the Washington D.C. area.

I knew a retired Bird Colonel in the Pentagon who was originally from North Dakota. After he retired from service he went to his farm in Virginia where he started to investigate what was going on. His first book was "Barbarians Inside the Gates".
