The Ukrainian government under the oligarch Petro Poroshenko is in election campaign mode. That is one reason why it is launching new provocations against Russia. Yesterday Ukrainian forces reportedly occupied a town within the neutral zone between the government controlled part and the rebel held Donetsk area. Today the Ukrainian navy sent a tug and two small gun boats, recently acquired from the U.S. Coast Guard, Ukrainian build Gurza-M class types, to pass through the Kerch Strait into the Sea of Azov.

When the ships entered Russian waters without announcing their intent, a Russian coast guard ship rammed (vid) and damaged the tug. The two gun boats escaped but did not pass the strait. The pictures show the melee at sea.

With Crimea back in Russian hands, the Kerch Strait is solely Russian territorial water. The Treaty on the Legal Status of the Sea of Azov and the Kerch Strait, signed in 2003 by Russia and the Ukraine, provides that military ship entry into the sea is only allowed with mutual consent. Ukraine disputes the status of the sea in an arbitration court. (For a legal discussion of the case see 1, 2, 3.)

The Ukrainian government, urged on by the U.S., wants to establish a new military harbor in the Sea of Azov. Two of its navy ships, a rescue vessel and a tug, passed through the street on September 23. In October the Russian government warned that it will not allow any further militarization of the sea. Some U.S. hawks even want NATO ships to enter the Sea of Azov. The Sea of Azov has a maximum depth of 7 meters. Typical U.S. frigates have a draft of 10+ meters. What NATO or U.S. ship could even go there? As Russia firmly controls the sole entry point into the sea and can easily attack any ship in the Sea of Azov from within its borders the idea is incredibly stupid.

The Kerch Strait is now blocked by a large cargo ship the Russians anchored under the new Kerch bridge.

The passage is closed and a number of ships are bunched up on both sides.

The Ukrainian provocation may well be aimed to sour the meeting between President Trump and Putin that is planned for November 30 during the G20 summit in Argentina. It should be more careful. It is quite possible that Russia will block commercial traffic to the Ukrainian port of Mariupol over any further incident. The big loser of this useless provocation would then again be the Ukraine.

Ukraine should be permitted sea access via the strait as they have a large amount of coast land bordering that sea. That is reasonable. It seems Russia's complaint was that the ships did not announce themselves & ask permission, which the Ukrainian navy felt was not required. Russia also doesn't want a military base there.

Much of eastern Ukraine is still allied with Russia, though it's safe to say that the boat crews are NOT from eastern Ukraine as, last I heard, Eastern Ukraine is still essentially rebel territory. (Is that war over yet?)

If continued provocations result in war (unlikely) Russia would only be somewhat dissuaded from invading eastern Ukraine where the populous would welcome them with open arms.

Ukraine has treaty access to the Sea of Azov which is too shallow to permit any sort of warship.

Apparently Ukraine took advantage of the situation to moved into an Eastern Ukraine town that was supposed to be neutral territory--that war is not over.

Russia could defeat Ukraine in an afternoon if NATO did not come to its aid, which is probably what Poroshenko is banking on.

“In Ukraine, over twenty cities remained without heat supply. Mostly relatively small, up to one hundred thousand inhabitants, but also six hundred thousand in Krivoy Rog, and in the capital, in Kiev, separate houses, and even whole neighborhoods are left without heat.” To prevent the pipes from bursting the government shut off the cold water too and drained the pipes. In Krivoy Rog the ““rebels” did not wait, quickly captured Krivorozhgaz and connected the boilers themselves.”

There are adequate underground natural gas storage supplies (16 bcm) in Ukraine available to heat the buildings.

en.interfax.com.ua/news/economic/525648.html

Unfortunately, mush of this gas is allocated to other countries such as Romania, Bulgaria, and even Slovakia.

Part of the problem is that the cost of imported natural gas from Western Europe is now over 300 US$/1000 cubic meters. To be fair, the majority of natural gas in Ukraine is domestically generated which reduces the actual average cost.

www.kyivpost.com/ukraine-...0-first-time-3-years.html

The IMF and Ukraine have agreed to gradually raise the price of natural gas from now to 2020. Currently, the price to customers is still below the cost of the purchase Russian gas originally sold to Western Europe and resold to Ukraine.

112.international/opinion...ive-in-ukraine-27292.html

Adding to the gas problem is that Belarus stopped supplying natural gas to Lithuania, Poland and Germany on June 22, 2018, as required by Gasprom/Russia. Belarus was caught importing more gas than needed and reselling it at a profit to the West.

Ethnic communities such as in Transcarpathia and the Puntic Greeks in Mariupol are also not happy being Ukranians. There is a previously unreported power struggle between the (Puntic) Greek Anti-Fascist Committee (SAC) occupying forces of Ukraine in the Donetsk region and especially in Mariupol. www.fort-russ.com/2018/11...signs-of-gathering-steam/
