Mick Mulvaney: Pelosi Standing in Way of Compromise to End Shutdown

By Jeffrey Rodack | Friday, 28 December 2018 09:23 AM

Mick Mulvaney, the incoming acting White House chief of staff, placed the blame for the continuing partial government shutdown on House Minority Leader Nancy Pelosi, D-Calif.

Mulvaney made his comments Friday during an interview on TV’s “Fox & Friends.” He noted no progress has been made in ending the shutdown and getting funds to build a wall on the southern border.

Asked if there were any recent talks with the Democratic congressional leadership, Mulvaney said: “No, they left town.”

And he added: “Nancy Pelosi, in fairness, does not have the votes for speakership yet. She can not be seen by her party as being weak on negotiating with Donald Trump.

“We fully expect until she is elected speaker and has locked that vote up, we don’t expect to hear from the Democrats again.

“(Senate Minority Leader) Chuck Schumer voted for border security in 2006. He voted for it again, I think, in 2011. It seems like Democrats really like border security when there is a Democrat in office and don’t like it when Donald Trump is in office.”

But Mulvaney said he believes Pelosi is the one standing in the way of any compromise.

“The more we're hearing, it is Nancy Pelosi preventing that from happening,” he said.

Meanwhile, Trump threatened on Friday to “close the southern border entirely” if he does not receive the funding necessary for the wall.

House approves spending bill with $5.7B for border wall - Fox News | Thursday, December 20, 2018

The House of Representatives Thursday approved a bill that would fund most of the federal government through early February -- and provides $5.7 billion for President Trump's long-promised border wall, ... Eight Republicans joined all 177 voting Democrats to oppose the measure, which passed 217-185. The bill now goes to the Senate, where it is certain to fall short of the 60 votes needed for passage since the chamber's 49 Democrats are against funding the wall.

GOVERNMENT SHUTDOWN 2018: LIVE UPDATES AS TRUMP AND CONGRESS FACE SHOWDOWN BEFORE MONEY RUNS OUT - Newsweek | Friday, 12/21/18

UPDATE: 5:50 p.m. ET — After more than five hours since voting first began, the Senate passed a motion to advance the short-term House spending bill by a vote of 48 to 47, with GOP Senator Bob Corker voting yes, GOP Senator Jeff Flake changing his vote from no to yes, and Vice President Mike Pence breaking the tie by voting yes.

However, there will likely be no final vote to pass the bill, which includes more than $5.7 billion in funding for the wall, because Republicans do not have the votes to surpass the 60-vote threshold from a Democratic filibuster.

A partial government shutdown will commence in roughly six hours, assuming no further action is taken.

Flake and Corker had previously suggested moving the bill forward so that it could be defeated and another deal could be worked out. ... No deal was reached. The White House and Senate GOP leadership did not back down from the $5 billion for the wall and Senate Democrats would not support such funding.

The lawmakers said they will continue ongoing discussions.

No End In Sight To Shutdown As Senate Goes Home For Christmas - NPR | Saturday, December 22, 2018

The partial shutdown of the federal government that began just after midnight Saturday won't be ending anytime soon. The Senate has adjourned with no business in the chamber anticipated before Thursday afternoon and, maybe not even then, if congressional leaders and President Trump can't reach an agreement over the president's demand for $5 billion in funding for his border wall.

The House and Senate convened at noon Saturday, but no votes were scheduled and many lawmakers have already left town. House GOP leaders have advised lawmakers that they will be given 24 hours' notice of any planned vote.

In remarks on the Senate floor, Majority Leader Mitch McConnell put the burden on Trump to cut a deal with House and Senate Democratic leaders, Nancy Pelosi and Chuck Schumer. "When those negotiations produce a solution that is acceptable to all of those parties, it will receive a vote here on the Senate floor," McConnell said. ... McConnell announced the Senate was going home. ... "Senators will be notified when a vote is scheduled. In the meantime, negotiations will continue," he said.

YouTube Ref. @ 7:22 - Fox News interview of Rep. Devin Nunes (R-CA) by former Rep. Jason Chaffetz (R-UT) | Published on Dec 28, 2018

Chaffetz: "I do think that the Democrats want the issue more than they actually want to solve the problem. And I also wish that the Senate would vote on the bill that the House passed. Remember, the House passed the $5 billion dollars. It's the Senate that's not doing it. And I plead with the Majority Leader in the Senate: Put 'em on the record. Make 'em actually vote. Let's see who actually stands for the border and who doesn't. And you can only do that by actually holding a vote because the end of the 115th Congress is about to expire on January 3rd." [i.e. a recorded vote of each Senator, not guesstimations of "voice vote" volumes]

The Senate should be called back ASAP (per the 24-hour notice reported above by NPR) to vote on the House bill that passed (with $5.7 billion or more in funding for the border wall) before the 115th Congress ends on January 3rd. No negotiated agreement acceptable to a sitting President and 2 members of Congress from an opposing political Party has ever been required as a rule before voting on legislation, afaik. That's like outlandishly far from comportment with the Constitutional intent of our Founders, even though Article I, Section 5 reads: Each House may determine the Rules of its Proceedings. The Supreme Court ought to clarify that national security obstructionism ploys can't be configured as a Blockade of No Proceedings until the obstructionists agree (if ever) to stop holding our border security hostage.
