It sure does look like there will be not be any emergency declaration for wall funding. I was actually expecting it today but as it didn't come, it sure seems it's not viable for some reason.
If the dims refuse this offer, look for the gloves to come off and the wall to be built while the fedgov remains in "shutdown" mode.
