A former neo-Nazi skinhead has attempted to pinpoint exactly how white supremacists are radicalised to commit violent attacks against minorities similar to the mosque shootings in Christchurch, New Zealand that killed at least 51 people last week.

Washington, DC – U.S. Senator Kirsten Gillibrand [D-NY] today called on leaders of the Senate and House Appropriations Committees to provide $60 million for the Nonprofit Security Grant Program (NSGP) in the upcoming fiscal year.

Gillibrand has been a strong supporter of the Nonprofit Security Grant Program as well as the Urban Areas Security Initiative (UASI), which helps New York City prevent and respond to acts of terrorism. In March 2017, Gillibrand led a bipartisan push with 18 Senate colleagues calling for a funding increase for the National Security Grant Program, and in September 2017, Gillibrand announced New York would receive more than $263 million in federal funding for anti-terrorism programs through UASI.

The Nonprofit Security Grant Program (NSGP) promotes emergency preparedness coordination between public and private community partners and enhances physical security capabilities so that at-risk nonprofits are able to harden, plan, and ready themselves against a terrorist attack. Synagogues, churches, mosques, and Jewish Community Centers are just a few examples of nonprofit organizations that could apply for these funds.

"DHS’s September 2019 National Terrorism Advisory System (NTAS) bulletin claimed that the U.S. is facing “one of the most challenging threat environments since 9/11, as foreign terrorist organizations exploit the Internet to inspire, enable, or direct individuals already here in the Homeland to commit terrorist acts.” These terrorist acts include attacks against perceived “soft targets,” like religious and cultural community centers, that have limited security measures in place, making them vulnerable to attack."

[Note: America has spent many billions of dollars to increase security since 9/11 but, for whatever reason(s), it just doesn't seem to get spent at those places as much as it should on employing armed Security Guards.]

WASHINGTON, D.C. – U.S. Sen. Martin Heinrich (D-N.M.) joined a bipartisan group of Senators in pressing for robust community safety funding in any FY19 appropriations package.

Specifically, the Senators have called for a minimum of $50 million for the Urban Areas Security Initiative (UASI) and $10 million for the Department of Homeland Security (DHS) Nonprofit Security Grant program, which helps nonprofit organizations like religious institutions, schools and community centers make security improvements.

The HSGP encompasses three projects with over $1 billion in funding available for FY 2017: the State Homeland Security Program ($402 million), the Urban Areas Security Initiative ($580 million), Operation Stonegarden ($55 million). The HSGP previously included other projects, including the Metropolitan Medical Response System Program and Citizen Corps, but beginning in 2012, these projects were no longer part of the HSGP.

Urban Areas Security Initiative (UASI)

The Urban Areas Security Initiative program makes $580 million available to enhance regional preparedness in major metropolitan areas throughout the United States. The UASI program directly supports expanding regional collaboration and is meant to assist participants in their creation of regional systems for prevention, protection, response, and recovery. Again, in correspondence with the 9/11 Act, states are required to ensure that at least 25 percent of appropriated funding is dedicated to terrorism prevention planning, organization, training, exercise, and equipment. State Administrative Agencies (Department of Public Safety, State Office of Homeland Security, Emergency Management Agency, etc.) are the only groups eligible to apply directly to FEMA for UASI grants. Regional recipients The Recipients of the UASI program include the 64 highest risk Urban Areas in the country, which are divided into the 10 highest risk areas (Tier 1) and the remaining 54 areas (Tier 2).

Not unlike other federal funding programs, the HSGP distributes a portion of funding based on population and distributes the remainder of funding evenly. For its part, the HSGP distributes 60% of funds on the basis of population, and the other 40% is evenly spread across all recipients regardless of population. ... criticism has come from the Government Accountability Office (GAO) in regards to the risk-based grant methodology. Although the GAO concluded that the overall risk-based methodology (threat, vulnerability and consequences) was reasonable, the absence of a proper way to measure variations in vulnerability greatly reduce the value of the vulnerability portion of the assessment. Ultimately, they concluded that the vulnerability measure as part of its risk analysis model should be amended to better capture variations in vulnerability across the different states and urban areas it assesses. [Note: Basically, that amounts to an incentive for States like California and New York to increase insecurity by increasing their illegal alien migrant numbers to get even more such .gov money per population counts.]
