Several years back a police candidate in the US with an IQ of 128 was turned down because he was too smart. Took it to court and the court sided with the police department.

I was grabbing some recyclables out of the dumpster across the street. When I was in front of where I live, a cop pulled up and asked if I was taking stuff from the trash over there.

I said, "What if I was?" He said, "They don't want you taking things from their trash over there."

I told him, "Once someone puts something in the trash it is no longer private property. Anyone can take it. And if you guys were running an investigation on someone over there and saw them put out the trash, you would grab it and look thru it for evidence."

I knew a guy when I worked for State of Illinois. His kids were stealing the Engineers trash and when they found anything incriminating they would turn it over to the Prosecutors Office. Not sure if they nailed him on anything. It was long ago. ;)
