Legalize drugs. Gather together Mexican recruits to join an Army to do battle with Mexican Drug Cartels and corrupt politicians and police. The CIA is a partner with the Drug Cartels.

No. Drug Cartels kidnap people and ransom them. In Phoenix kidnapping is a very common crime amongst Latinos. It starts when they cross the border. They are kidnapped and ransomed by relatives.
