We must face the fact the Serbian Orthodox Church is more closely aligned to the (Russian) Eastern Orthodox Church. Plus the former Yugoslavia was taken over by Russians during WW II. ;)

Matthew Palmer, a U.S. envoy for the Balkans, said last week that Serbia could risk sanctions over its arms deals with Russia. Under the sanctions, Serbia could face punishments ranging from visa bans to denial of export licenses.

It would be difficult to ban imports of the Yugo since they stopped making them in 2008. ;)

It seems the S-400 is a threat to the stealth capability of the F-35, and that only because the F-35 is not entirely radar invisible. Flying F-35's within range of an operating S-400 would yield data for the S-400 which can/would/should be collectable for Russian military research, enabling them to make further improvements in F-35 detection. That is what seems to be the concern with Turkey having both the S-400 and the F-35 in its inventory.

And here we spent about 7x more on the F-35 alone than Russia spends on their entire annual military budget.
