We could, but we do have the ISS now. Even though this may not be the best platform for launching probes and other experiments, it can be used for other things.
However, a base on the moon would be even better since it would provide a solid platform for launching rockets or other deep space probes rather than from the ISS. ;)
In a 2-astronut video "in the ISS" there's an almost unnoticeable flicker of the astronuts' part of the footage -- only. The ISS imagery remains stable. Slowing it down reveals this clearly.
In another an astronut chirps his spiel at us, then makes a floating exit backward. As he's heading rightward out of view, ONLY he flickers in and out of view for a split second -- not the pipe he's wafting into.

But the U.S. must buy a seat on Soyuz from the Russians in order to go to the ISS. This is just something I do not get. Where are they going on Soyuz? ;)
Thanks for posting it, B -- and that's a very good question. "We missed the bus. Can we ride to school with your mommy?" Cf. the many times they "lose" crucially important data or stupendous amounts of money from budgets. "The dog ate our homework!" "The surveillance cameras malfunctioned!"
Another really strange thing is many astronuts' overdone smiles and oddly juvenile demeanor -- as if they were trying to exaggeratedly talk down to four-year-olds. Goes right back to the supposed Apollo 11 space walk audio - - "hey, I'm jumping up and down in my space suit and it's peachy keen!" "Hey, wanna shoot some golf balls? It's really gear!"
