Tulsi has made it pretty clear that she's an ally of Sanders. She'd be a good pick for Sanders as she bridges divides and can win Sanders some independent/third party votes. So yes, if Sanders gets the nomination, the chances of him picking Tulsi are well into the double digits, in my view.
