in order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity...
Its primary purpose was to consolidate power in the hands of the elites, who were of course white. They certainly did not intend -- or expect -- that the black African race should ever be supreme, and the white race its inferior.
And, in as much as the Constitution did not delegate to the federal government the power to interfere with slavery in the states, it could be argued that the Constitution was designed to perpetuate that institution. But using that logic it could also be argued that the Constitution was designed to perpetuate horseback riding and the baking of bread.
The question as stated cannot be properly answered with either True or False; it's not a True/False question. It is implicitly a Yes/No question, but it should not be, because either answer would be worthless without apologia.
