You can't help those people. Without our support, their death rate equals their birth rate. When we provide support, their death rate decreases until their population increases enough for their death rate to equal their birth rate. Then, if we stop our support, without our support they cannot support their greater population. Therefore, their death rate greatly exceeds their birth rate until the population return to their lower population norm.
