Maybe they can find an industrial or commercial use for all that pumice or whatever it is. Concrete filler? Asphalt?

Certainly it would be good for just laying down on dirt roads, trails and such.

It's not ash. I think that is pumice, which is maybe worse as far as car finish goes, but probably better as far as the engine goes which I'd say is more important.

Or if you mean to ask why there isn't any ash, but only pumice, then it all has to do with winds which could separate the ash from heavier pumice.
