North Africa might be able to grow food during this Grand Solar Minimum. Europe has declared them to be part of a protection zone because they want the food.
The Europeans have an Army and have declared North Africa to be a Neighboring area under their protection.
The Spanish, French and Italians established colonies in North Africa long ago. The British were in West Africa and South Africa. Though many of the Afrikaners were of Dutch origin.
The British were even in India. Mahatma Gandhi started a non-violent revolution against British rule about 100 years ago. ;)
