For digital central bank coins, true. Completely true, and with the Yuan, the central bank has even reportedly put expiration dates on their digital currency, requiring people to spend it by a certain date or lose it.

But with free-market crypto, not true at all. No one can prevent people from spending or force people to spend the free market version. People can spend it or save it as they see fit, and with some versions, it is indeed anonymous and non-trackable. (Monero, Zcash & Dash).

So we will get to choose which currency we prefer, but I believe opting out of digital currency will, in time, not be a feasible option.

That sucks. There must be a workaround for that, transferring it back and forth between friends, etc. Communism sucks. Try telling that to some purple-haired retard though.

With centralized crypto, there's really no limit to what restrictions they could create. What they could do is have merchant wallets and personal wallets, and prohibit exchanges of currency between personal wallets, or perhaps beyond registered family members. Something like that. Or not have the expiration of the crypto get extended unless it's paid to a merchant.
