The boomer generation of politicians, and their geriatric mentors are taking their orders from some nether worldly cabal with the idea that depopulation is the key to preserving the earth, and of course, the ultra wealthy power structure.

I think they could in fact either be memory transferred clones, or are straight up vampires.
Where I am going with this, is that the cull is in progress and they honestly do not want the vaccinated to survive, and at the same time, want there to be survivors so in case they need servants or laborers to do the jobs that robots cannot or will not.
