The boomer generation of politicians, and their geriatric mentors are taking their orders from some nether worldly cabal with the idea that depopulation is the key to preserving the earth, and of course, the ultra wealthy power structure.

I think they could in fact either be memory transferred clones, or are straight up vampires.
