The gun was part of plot but why did Baldwin fire it. Was he following the script or just getting the feel of it? If part of the script, why did the director and cinematographer get hit rather than another actor?

I get what you are asking, and Baldwin does seem stupid enough to just be playing, acting tough as it were. But depending on the scene, either of the shoot-ees (I refuse to call them victims at this juncture) conceivably could have been in very close proximity.
