Domain name resolution services are still a centralized service. Gov censors will go after anything centralized to achieve their goals.

But I'd be confident this weak link will be circumvented in favor of free speech. You don't actually need a domain name to support a web site. An direct IP address for a site bypasses the need for domain name resolution. All DNS services do is conveniently convert a domain name to an IP address. That also facilitates *certified* web site encryption.

Blockchain based DNS services have also been touted though there are challenges with it. Blockchain based DNS would prevent anyone except the domain name owner from shutting down DNS services for a web site.

There certainly can be, but to be clear, this doesn't involve the *hosting services*, as in hosting for web sites. This only involves *Domain Name Resolution* services which provides the simple service of converting domain names to IP addresses. Without that service, your web browser has no idea where to find web sites that are indicated by domain names.

There are all kinds of DNS services, many operated internationally. If you should find a service in, say, Iran, Syria or Russia, they would be less likely to comply with UN requests like this.
