Seeing as Theodor Herzl was the founder of modern political Zionism, how is it that Sir Arthur Balfour drew up the Balfour Declaration in 1917?

After all the Balfour Declaration was presented to the Zionist Federation of Great Britain and Ireland.

A study of Herzl's life would seem to be in order to unravel the mystery. ;)
