The beauty of free-market crypto like bitcoin is that it requires no intermediary exchanges to transact, and that means regulating it is actually very difficult. The gov can regulate big finance, but they can't really regulate free market crypto.
Only problem is that the regulation they'll come up with will be something that lets big finance pretend they own more than they really have, just like they do with gold & silver, which lets them manipulate the price in the same way. Of course, they can only regulate the dollar price, not its overall, general market value. Still, that's a pretty big cannon.
