The delegations of Russia and Ukraine met in Istanbul earlier today for a new round of negotiations to end the special military operation that Moscow launched on 24 February.

Russian delegation received a "clearly articulated position" from Ukraine during the negotiations in Istanbul, Turkey on 29 March, chief Russian Negotiator Vladimir Medinsky has stated. He added that today's negotiations were "constructive" in their nature. He noted that Kiev's written proposals signalled Ukraine's readiness for compromise. "We have received written proposals from Ukraine confirming their readiness for a neutral, non-aligned and non-nuclear status, along with a refusal to produce and deploy all types of weapons of mass destruction, including chemical and bacteriological ones, and a ban on the presence of foreign military bases and foreign troops on the territory of the country", Medinsky said.

The head of the Russian delegation also revealed other proposals discussed with the Ukrainian delegation: Russia will not object to Ukraine joining the European Union Ukraine will reject the idea of returning Crimea and Donbass using military means

Ukraine presented a list of guarantor-states that will ensure its security

The Ukrainian proposal on international guarantees for its safety does not include the territories of Donbass and Crimea.

Kiev will not allow foreign troops or foreign military bases to be deployed on its territory without the explicit consent from all guarantor-states. The same goes for holding military drills.

The Ukrainian delegation proposed making the permanent members of the UN Security Council, as well as Germany, Canada, Poland, Israel, and Turkey the guarantor states that would ensure Ukraine's security.

Medinsky elaborated that the position of Kiev will be reviewed by Moscow and presented to President Vladimir Putin. After that, the Kremlin will give its response on whether it agrees to include Kiev's propositions in a final agreement between Russia and Ukraine, the negotiator explained.

Medinsky said that the Russian delegation is leaving Istanbul on 29 March and that further negotiations between Ukraine and Russia will continue via video conferences for now.

Russia to Take De-Escalation Steps

The Russian chief negotiator also announced Moscow's plans to take military and political de-escalation steps. The military de-escalation will take the form of a "significant reduction" of military activities in the Kiev and Chernigov directions. The political de-escalation step suggests the possibility of a personal meeting between the Russian and Ukrainian presidents at the stage of preliminary approval of the final version of the agreement.

"The proposed format was as follows: first, a treaty is prepared, then the treaty is approved by the negotiators, endorsed by the foreign ministers [of Russia and Ukraine] at a meeting, after which the possibility of a meeting of the heads of state to sign this treaty will be discussed", Medinsky said.

The Russian Defence Ministry explained the decision to de-escalate the military situation by the fact that negotiations on Ukraine's neutral and non-nuclear status, as well as security guarantees for the country, have become more "practical". The ministry stated that the step was necessary to increase a level of mutual trust in negotiations and ultimately to sign an agreement.

The head of the Russian delegation later noted that military de- escalation does not entail a ceasefire in the Kiev and Chernigov directions. At the same time, he noted that Russia understands that decision-makers are located in Kiev and thus does not want to put Kiev at greater risk.

Medinsky, in turn, said that Presidents Vladimir Putin and Volodymyr Zelensky could discuss political details of the agreement when they meet for the initialling of the agreement.

During the previous rounds of talks, the delegations only managed to agree on opening humanitarian corridors to evacuate citizens from Ukrainian cities where the country’s military and nationalist battalions were fighting troops of the Donetsk and Lugansk People's Republics (DPR and LPR), as well as Russian forces taking part in the special military operation. The latter was launched on 24 February by Putin in response to a request from the DPR and LPR to defend them against continued attacks by Kiev's forces.

No one needs reminding that morgues and hospitals in Ukraine are choked to overflowing with Ukrainian victims of this "special military operation."

The Western public, however, has been blissfully unaware of the scale of Ukraine military operations against Russian speakers in the east of the country. The Ukrainian army and their allied fascist battalions have been pounding and pounding and pounding Luhansk and Donetsk for eight years resulting in 13,000 to 15,000 dead and over 50,000 civilian and military wounded in the eastern breakaway republics. No one on this side shed a tear as far as I am aware.

And do not wonder that there was intense political pressure within Russia proper to do something in response. It is a surprise that Putin held off on moving against Kiev as long as he did during eight years of serious action on the part of the west against the east. War or special military operations or whatever you call it is no damned joke. It is hell on Earth.

If you read the news, the Russians are turning tail and going home! If you read various websites that tell the truth, you see a very sobering perspective on everything. Ukraine is going to be a Non-Bloc, Non-Nato state, and the other two regions, Donbass and Lukhansk are going to be their own free states. They want Zelensky to take a hike, not only the Russians, but the Ukrainian people. The mayor of Kiev is actually probably the only politician in that country that is trustworthy with regards to standing up for his nation. Zelensky was in hiding the entire time.

Zelensky has over a billion dollars in the bank after 3 years of being president. He is not that great of a comedian and his shows were never that well liked to where the re-runs were shown here in the US. Trust me, there is no fucking way that guy got to be a billionaire on royalty checks. If so, then people like Jack Kirby’s family should be fucking Billionaires 100 times over from all the merchandise from the art created by that guy.

My predictions on this have been hit and miss, but I am positive at the end of the day they are going to align themselves with the Russians more or less because the EU are a bunch of fucking traitors and liars to their own people. As if Ukraine would want to pledge allegiance to that shit.

They are now getting what the people in Dombass have been on the receiving line for 8 years and probably by the same army. The Russians are not the ones using human shields.

My predictions on this have been hit and miss too. I did not think that Putin would go whole hog invasion of Ukraine proper, but that he did.

Wouldn't be surprised to see the Russians not only connect Donetsk with Crimea, but also link up with Odessa. There are lots of Russians there and pretty fresh memories of atrocities against them there in 2014. This gives the Russians the Black Sea coast, shipyards, healthy land links and water supplies to Crimea, as well as much stronger strategic, intelligence and commercial positions for them in the south and west. That is a very tempting package.

You can see why Poland is militating for more action right now. They may want their own pound of flesh out of Ukraine also. The West might well wind up with a rump state soon unless Putin can trade these gains off for goodwill and guarantees. It doesn't look like the West is in a frame of mind to offer compromise however.

I don't doubt that there are some -- possibly many -- homicidal scoundrels among the Ukrainian people who are killing Ukrainians; those reports seem credible enough. But those villains are reportedly shooting people with small arms, aren't they? The big bombs from the sky -- from artillery and aircraft -- the ones that blow up Ukrainian homes -- these are coming from the Russians, no?

Regarding culpability and recompense: I doubt if very many of the Ukrainians whose homes have been bombed to smithereens were the selfsame people who ever killed anybody in the Donbass.

Those are the injustices and horrors of war.

Wandering around Europe 45 years ago, I would sometimes blunder into mementoes of wars gone by. Still boarded-up buildings and churches with bullet holes in the limestone. I once saw a half of a railroad station at the end of a disused local line. Must've been hit by a large bomb or two. It made me wonder what it had sounded like that day, or if there were lots of bodies laying around after.

Sad. Your memoir made me think of the scars from the Yankee cannonballs in the South Carolina Statehouse and the shells still stuck in the old concrete walls of Fort Sumter in Charleston Harbor.

I would like to think that people, as a rule, don't want war -- only politicians do. But alas, that's not true, is it? A large percentage of Americans love war -- any war -- and why, I'll never understand.

In July, 1861 when Mr. Lincoln called for 75,000 volunteers to carry fire and sword into the South, he wasn't disappointed. (Well, not at first; later the Union turned to forced conscription.)

I don't understand that. If, in December 1860, New York rather than South Carolina had seceded from the union, there is absolutely no argument that could have persuaded me to march up to New York and kill New Yorkers for having done that. None.
