The United States Civil Disturbance Plan 55-2
The following information was obtained under the Freedom of Information Act. The original printing was of June 1, 1984. The information herein is UNCLASSIFIED and does not come within the scope of directions governing the protection of information affecting the national security.
It took a little more than three years to obtain a full copy of Operation Garden Plot from the U.S. Government, and was done so under the freedom of information act for unclassified documents. The implications within the full context of this document should make the hair on the back of your head stand on end!!!!!
In this document signed by the Secretary of the Army, is hereby assigned as DOD Executive Agent for civil disturbance control operations. Under Plan 55-2 he is to use airlift and logistical support, in assisting appropriate military commanders in the 50 states, District of Columbia, and the Commonwealth of Puerto Rico and US possessions and territories, or any political subdivision thereof.
The official name of this project is called "Operation Garden Plot."
Under this plan for the deployment of Operation Garden Plot, the use of CIDCON-1 will be mandatory. This direct support of civil disturbance control operations is to be used by the Army, USAF, Navy, and Marine Corp. with an airlift force to be comprised of MAC Organic Airlift Resources, airlift capable aircraft of all other USAF major commands, and all other aerial reconnaissance and Airborne Psychological Operations. This is to include control communications systems, aeromedical evacuation, helicopter and Weather Support Systems.
If any civil disturbance by a resistance group, religious organization, or other persons considered to be non-conformist takes place, under Appendix 3 to Annex B of Plan 55-2 hereby gives all Federal forces total power over the situation if local and state authorities cannot put down said dissenters.
Annex A, section B of Operation Garden Plot defines tax protesters, militia groups, religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the deadly force to be used against any extremist or dissident perpetrating any and all forms of civil disorder.
Under section D, a Presidential Executive Order will authorize and direct the Secretary of Defense to use the Armed Forces of the United States to restore order.
2 TAB A APPENDIX 1 TO ANNEX S USAF CIVIL DISTURBANCE PLAN 55-2 EXHIBIT POR:SGH, JCS Pub 6, Vol 5, AFR 160-5 hereby provides for America's military and the National Guard State Partnership Program to join with United Nations personal in said operations. This links selected U.S. National Guard units with the Defense Ministries of "Partnership For Peace." This was done in an effort to provide military support to civil authorities in response to civil emergencies.
Under Presidential Decision Directive No. 25, this program serves to cement people to relationships between the citizens of the United States, and the global military of the UN establishments of the emerging democracies of Central and Eastern European countries. This puts all of our National Guardsmen under the direct jurisdiction of the United Nations.
Section 3:
This plan could be implemented under any of the following situation:
(1) Spontaneous civil disturbances which involve large numbers of persons and/or which continue for a considerable period of time, may exceed the capacity of local civil law enforcement agencies to suppress. Although this type of activity can arise without warning as a result of sudden, unanticipated popular unrest (past riots), it may also result from more prolonged dissidence.
This would most likely be an outgrowth of serious social, political or economic issues which divide segments of the American population. Such factionalism could manifest itself through repeated demonstrations, protest marches and other forms of legitimate opposition but which would have the potential for erupting into spontaneous violence with little or no warning.
(2) Planned acts of violence or civil disobedience which, through arising from the same causes as (1) above, are seized upon by a dedicated group of dissidents who plan and incite purposeful acts designed to disrupt social order.
This may occur either because leaders of protest organizations intentionally induce their followers to perpetrate violent acts, or because a group of militants infiltrates an otherwise peaceful protest and seeks to divert it from its peaceful course.
Subsection C: (2) Environmental satellite products will be continue to be available. (d) Responsibilities. Meteorological support to civil disturbance operations will be arranged or provided by AWS wings.
The 7th. Weather Wing (7WW) is responsible for providing / arranging support for Military Airlift Command (MAC) airlift operations. The 5th Weather Wing (5WW) is responsible for supporting the United States Army Forces Command.
(3) SITUATION. Civil disturbance may threaten or erupt at any time in the CONUS and grow to such proportions as to require the use the Federal military forces to bring the situation under control.
A flexible weather support system is required under control. A flexible weather support system is required to support the many and varied options of this Plan.
Concept of Environmental Support. Environmental support will be provided by elements of Air Weather Service (AWS) in accordance with refs a-f. The senior staff meteorologist deployed int the Task Force Headquarters (TFH) will be the staff weather officer (SWO) to the TFH.
Centralized environmental support products are requested in accordance with AWSR 105-18. (4) Weather support is provided by weather units located at existing CONUS bases or by deployed SWOs and / or weather teams to the objective areas.
(5) Support MAC source will be provide in accordance with the procedures in MARC 103-15. MAC forces will be provided in accordance with the procedures in AFR 105-3.
(a) Air Force Global Weather Central: Provides centralized products as requested.
1. GENERAL Opposition forces or groups may attempt to gain knowledge of this plan and 'use that knowledge to prevent or degrade the effectiveness of the actions outlined in this plan. In order to protect operations undertaken to accomplish the mission, it is necessary to control sources of information that can be exploited by those opposition forces or groups.
OPSEC is the effort to protect operations by identifying and controlling intelligence indicators susceptible to exploitation. The objective of OPSEC, in the execution of this plan, is to assure the security of operations, mission effectiveness, and increase the probability of mission success.
2. RESPONSIBILITY FOR OPERATIONS SECURITY (OPSEC):
The denial of information to an enemy is inherently a command responsibility. However, since the operations Officer at any level of command is responsible to his commander for the Overall planning and execution of operations, he has the principal staff interest in assuring maximum protection of the operation and must assume primary responsibility instibility for ensuring that the efforts of all other staff elements are coordinated toward this end. However, every other individual associated with, or aware of, the operation must assist in safeguarding the security of the operation.
3. OBJECTIVES:
a. The basic objective of OPSEC is to preserve the security of friendly forces and thereby to enhance the probability of successful mission accomplishment. "Security" in this context relates to the protection of friendly forces. It also includes the protection of operational information to prevent degradation of mission effectiveness through the disclosure of prior knowledge of friendly operations to the opposition.
b. OPSEC pervades the entire planning process and must be a matter of continuing concern from the conception of an operation, throughout the preparatory and execution phases, and during critiques, reports, press releases, and the like conducted during the post operation phase.
4. Specific operations orders and standard operating procedures "MUST be developed with the awareness that the opposition may be able to identify and exploit vulnerable activities.

Think of this as part two of Recherche du trillions perdu, my Online Journal article on Dov Zakheim, former Bush appointee as Pentagon Comptroller from May 4, 2001 to March 10, 2004. At that time he was unable to explain the disappearance of $1 trillion dollars. Actually, nearly three years earlier, Donald Rumsfeld announced on September 10, 2001 that an audit discovered $2.3 trillion was also missing from the Pentagon books [1]. That story, as I mentioned, was buried under 9-11’s rubble. The two sums disappeared on Zakheim’s watch.
Yet on May 6, 2004, Zakheim took a lucrative position at Booz Allen Hamilton, one of the most prestigious strategy consulting firms in the world. One of its clients then was Blessed Relief, a charity said to be a front for Osama bin Laden. Booz, Allen & Hamilton then also worked closely with DARPA, the Defense Advanced Research Projects Agency, which is the research arm of the Department of Defense. So the dark card was shifted to another part of the deck.
Judicial Inc’s bio of Dov (linked below) tells us Zakheim was/is a dual Israeli/American citizen and an ordained rabbi and had been tracking the halls of US government for 25 years, casting defense policy and influence on Presidents Reagan, Clinton, Bush Sr. and Bush Jr. He is, as I described him earlier, the bionic Zionist. In fact, Judicial Inc points out that most of Israel’s armaments were gotten thanks to him. Squads of US F-16 and F-15 were classified military surplus and sold to Israel at a fraction of their value.
Judicial Inc also points out that Israel, a country of 4.8 million Russian and Polish Jewish émigrés, flies on one of the biggest Air Forces in the world, thanks to Mr. Zakheim. Conflict of interest here? Depends on what you’re interested in. That is, in 2001 Zakheim was CEO of SPS International, part of System Planning Corporation, a defense contractor majoring in electronic warfare technologies, including remote-controlled aircraft systems, and the notorious Flight Termination System (FTS) technology that could hijack even a hijacked plane and land or crash it wherever.
More from the resume: Wikipedia points out that Zakheim is also a member of the Council on Foreign Relations and in 2000 a co- author of the Project for the New American Century’s position paper, Rebuilding America’s Defenses, advocating the necessity for a Pearl-Harbor-like incident to mobilize the country into war with its enemies, mostly Middle Eastern Muslim nations.
As to Zakheim’s hell-raiser lineage, Judicial Inc points out that Grandpa Zakheim was born in 1870, Julius Zakheim (Zhabinka), in the Ukraine, a Russian rabbi who married a relative of Karl Marx. He was a Menshevik/Bolshevik and played a leading role in the 1905 turmoil that paved the way for the 1917 Bolshevik Revolution. The Bolshevik master plan called for the state of Israel, which was chosen for its proximity to the world’s oil and an area of religious significance.
Dov’s Father, Rabbi Jacob I. Zakheim was born in 1910 and reared in Poland’s swarm of Zionist hard guys, read assassins and bombers. His Polish town, near Bilaystok, also brought us Yitzhak Shir, and family friends included Menachem Begin and Moshe Arens. Dov’s father was an active member of Betar, formed in 1923 in Riga, Latvia. Its goal was to control the Middle East (and its oil). It was known that the Jewish people needed their own country and they chose Palestine and claimed it a Jewish state “on both sides of the Jordan.”
Betar was in essence a terrorist organization formed because Zionists were sick of being chased from and arrested in country after country. They wanted both a place to escape and a base for their power. Betar joined forces with the Haganah, Irgun, and Stern gangs. With no prospect of a Jewish state in sight, they argued that armed struggle against the British was the only way. Since Britain occupied Palestine and was containing them they went on a blood feast of bombings that killed hundreds of British soldiers. Returning to Mr. Dov Zakheim: he was born in Brooklyn in 1943 and attended exclusive Jewish schools, spent summers in Israel Zionist camps, which trained the Zionists of the future. As to Dov’s formal education, he graduated from Columbia University in 1970 and the University of Oxford in 1972. From 1973 to 75, he attended the London school of Jewish studies, described as a “Harry Potter” type cauldron; among the subjects Jewish supremacy, Advanced Bible, Talmud, Jewish Mysticism, Holocaust, Anglo-Judaica, and Zionism. After, he was ordained a Rabbi. From 1975 to 80, Zakheim was an adjunct professor at the National War College, Yeshiva University, Columbia University and Trinity College, Hartford, Connecticut.
As he stepped into the Reagan administration, he talked them into funding development of the Lavi Fighter at a cost of $3 billion. The Lavi was a total flop and Israel dropped it, though it owed $450 million in contract fees that were cancelled. Israel, according to Judicial Inc, also created a story that China was eager to buy the Lavi. Zakheim convinced Reagan that China had to be sandbagged. Reagan gave Israel $500 million for its lost contracts. Reagan then threw in a wing of F-16’s as a bonus and sign of good will. Do we see a pattern here, personal, familial, career-wise, of over-the-top Israeli advocacy?
Again, during Zakheim’s tenure as Pentagon controller from May 4, 2001, to March 10, 2004, over $3 trillion dollars were unaccounted for. Additionally, military Information was jeopardized and military contractors billed the US for Israeli items: $50 million dollar fighter jets were rated as surplus and the list rolls on. As the scandal of the missing trillion dollars surfaced and Zakheim resigned, Israel was handed the finest fighter jets in the US inventory while 15 percent of US jets were grounded for lack of parts. In whose best interest was this?
But Dov is not alone. He is one of an elite group of Jewish Americans/Israelis who inter-marry and enter government. They and their Christian counterparts are called neocons and their sole purpose is directing US policy. Most of them are dual citizens and few serve in the US military. Think of Paul Wolfowitz, Elliot Abrams, Richard Perle, Ben Wattenberg, to mention a few. Whether their motivation is anger at the Muslim world, seen as a religious and territorial enemy, or a deep-rooted reaction to the Holocaust, the culmination of European anti-Semitism, their reactionary militarism becomes a world-threatening force unto itself. Every man, woman and child in America is owed $65,000 from the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Defense (DOD), according to a report published earlier this year by Michigan State University professor and economist Mark Skidmore.
Working with graduate students and former HUD Assistant Secretary Catherine Austin Fitt, Skidmore and his audit team uncovered $21 trillion in unauthorized spending within HUD and DOD between 1998 and 2015. In accounting terms, the missing money is referred to as “undocumentable adjustments.” When abused to a gross degree, it becomes a euphemism for theft and fraud. HUD/DOD’s “adjustments” lends new meaning to the Winter Watch term “Crime Syndicate.” This loot is so monumental that even the term “Crime Syndicate” might not do it justice.
Also revealed in the research was gross violations of financial reporting laws by the U.S. government since 1998, the same year money started flooding the coffers of hedge funds that have soared ever since...
Among the mainstream media, it appears only Forbes ran an article, with Boston University economics professor Laurence Kotlikoff covering the story. This professor disclosed government agency attempts to hide evidence and suppress the information.
On October 5, 2017 we discovered that the link to the report “Army General Fund Adjustments Not Adequately Documented or Supported” had been disabled. Within a several days, the links to other OIG documents we identified in our search were also disabled. The sequential non-random nature of this disabling process suggests a purposeful decision on the part of OIG to make key documents unavailable to the public via the website.

I talked with somebody at the GAO, and one or two people at the Office of the Inspector General, who were generating these reports. … It’s a big question in why don’t people want to look at this? I know, for example, that some activities, just for the sake of protection of the people involved in national security, have to be black budget. There is always stuff like that. Usually, it’s authorized spending, and some percentage is this black budget where only a small percentage of people and some in Congress know about it, but this is way outside of that.
The following summarizes the findings of the researchers.
The result, according to the report, is that data used to prepare the year-end financial statements were unreliable and lacked an adequate audit trail. The report indicates that just 170 transactions accounted for $2.1 trillion in year — end unsupported adjustments. No information is given about these 170 transactions. In addition, many thousands of transactions with unsubstantiated adjustments were, according to the report, removed by the Army.
There is no explanation concerning why they were removed nor their magnitude. The July 2016 report states, “In addition, DFAS (Defense Finance and Accounting Service) Indianapolis personnel did not document or support why DDRS (The Defense Department Reporting System) removed at least 16,513 of 1.3 million feeder file records during the Third Quarter.”..."
Of course, this type of skulduggery is not entirely new. Just one day before 9/11, U.S. Defense Secretary Donald Rumsfeld, perhaps as foreshadowing, announced $2.3 trillion was unaccounted for in the DOD budget. In the aftermath of 9/11, Rumsfeld’s announcement was ignored and the big looting operation, by all indications, went into overdrive.

The event was the first landing of the Jamestown settlers. One hundred and four of them arrived at Cape Henry on April 26, 1607. We remember the event as the "First Landing," but it might be better known as "Covenant Day" for America.
The rude wooden cross they stuck in the Virginia ground was more than an ebenezer of thanksgiving to God's providence. In fact, it was an actual gauntlet thrown in the face of the enemies of Christianity. It was a legal and spiritual challenge to all comers that declared, "This land now belongs to Christ and His people."
The man who stood with the colonists and directed his men in prayers to the Lord was the Rev. Robert Hunt, a man of impeccable character and heartfelt faith who was described by Capt. John Smith as "that honest, religious, courageous, divine."
Hunt represented the heart of the mission of the Jamestown colony. The Virginia Charter of 1606 made it clear that while enterprise and prosperity were important goals of the colony, Gospel evangelism was the first mission of the settlers. Through his personal example, winsome dialogue, and spiritual leadership, Rev. Hunt worked to make this purpose for colonization a reality at Jamestown. He would take the message of covenant faithfulness to God, communicated so powerfully at the First Landing, and implement the principles supporting this covenant in the daily life of Jamestown...."
In 1607, the expedition led by Pastor Robert Hunt arrived in Virginia Beach. When they arrived in Virginia, the expedition dedicated our country to the glory of God. They planted a rough-hewn wooden cross, which they brought from England, in the sand and prayed:
We do hereby dedicate this Land, and ourselves, to reach the People within these shores with the Gospel of Jesus Christ, and to raise up Godly generations after us, and with these generations take the Kingdom of God to all the earth. May this Covenant of Dedication remain to all generations, as long as this earth remains, and may this Land, along with England, be Evangelist to the World. May all who see this Cross, remember what we have done here, and may those who come here to inhabit join us in this Covenant and in this most noble work that the Holy Scriptures may be fulfilled."
"...The wooden cross of Cape Henry is now gone forever – yet another artifact lost to the ravages of time. But the covenant established on that day remains binding. As we remember the 400th anniversary of the First Landing, our people would be well served to acknowledge that once upon a time Americans thought of themselves as a nation committed to the Savior of Rev. Hunt and all of the true believers gathered on that windy beach centuries ago. And as we consider our providential heritage, we would be wise to recall that there is yet hope for our nation if we embrace the principle found in the following Scripture:
If my people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear from heaven, and will forgive their sin, and will heal their land. (II Chronicles 7:14)"
But I seriously doubt that will happen until His people stop worshipping the ones who hate Him and would crucify Him to this day if they could.
