At a news conference at City Hall, landlords say the moratorium could push some of them into bankruptcy and foreclosure because it doesn’t allow them to collect rent and some of their tenants are taking advantage of the situation.
It is so that developers and bankers can acquire these distressed properties at a loss and then buy them on the cheap.

There were rent moratoriums for the last 2 years, the fact that this particular one was local doesn't change the intent. The whole COVID bullshit lockdown was used to destroy small business/landholders.
