The Duma (Parliament) will soon pass legislation declaring Ukraine to be a terrorist state.
1) Russia will be able to cut off all natural gas exports to Europe, including Germany. Because the EU supports a terrorist state.
2) Russia can fire missiles at Ukraine buildings and supply centers for the military and the SBU.
3) Russia is preparing a large helicopter force to move and to protect 16,000 soldiers to move to a key point near Odessa. They have a large number of jets to disrupt things as well. Since the Black Sea was cleared for traffic, Russia can move a fleet close enough to support the troops. Or they can take what supplies they need from the locals. Russia can unleash hundreds of missiles. Might not be much left. Two sources say Ukraine had 200,000 casualties and 100,000 desertions and captured soldiers. One brigade had lost 3,000 men in the past few weeks and the survivors fled.
4) On September 11th that referendum makes the Donbass part of the Russian Federation so they can send 120,000 conscripts to the present frontlines and move their experienced soldiers on to Nikolayev (north of Odessa) and the Kharkov in the north.
