In Chicago they had trouble with ghost voters since the Democrats ran the city. Ghost voters were on the voting rolls but had moved away or passed away. Still there would be a ballot cast by them. It was an inherent problem in Chicago.
One time the northwest portion of Cook County wanted to secede and form Lincoln County. But the Forest Preserve District had that part of Cook County so heavily in debt with bonds they could not afford to buy out the bonds. ;)
