Maybe that's what the planners of the attack on Russia's pipeline are banking on, that Russia won't dare retaliate against any NATO country infrastructure for risk of triggering a full war with NATO, which Russia perhaps is not presently suited -- in conventional terms -- to wage given both the effort in Ukraine absorbing resources AND the sanctions that may very well be hampering military industry production operations in Russia.
