The initiative was launched as a “flight-mitigation tool” to track illegal immigrants using ankle bracelets and cell phones while they await scheduled court proceedings.

I don't think it's possible to "underreport" a non-negative integer by more than 100%. Underreporting by 100% would mean you reported zero.

But it's been a long time since 6th grade math class, so I might have forgotten how to calculate percentages.
