I had a similar thought that such residue could easily have preexisted the derailment. This is coal mining territory that's been industrialized for generations. Doesn't mean at all this derailment isn't anything to worry about. Far from it. But....

I looked up the density of "vinyl chloride" and it's less than water, so it should float as would motor oil.

The Ohio River has been an industrial & commercial waterway for a long time. I spent some time in that area a long time ago and remember a steel factory on the river. It's convenient as they would receive coal by barge, and who knows whatever else, probably ore as well.

Nature is going to have to clean the mess up. Maybe some microbes will arise that can break the stuff down, or UV light will do it. That does happen with crude oil.
