More than 160 Jewish communities and organizations across the globe urge UN to use IHRA Working Definition of Antisemitism in UN Action Plan

Published: 05.18.2023 Updated: 05.18.2023

New York, NY, May 18, 2023 ... More than 160 Jewish communities and organizations across the globe called on the United Nations to make use of the Working Definition of Antisemitism from the International Holocaust Remembrance Alliance (IHRA) in its forthcoming action plan to counter antisemitism.

The authoritative definition, adopted by IHRA in 2016, offers clear and succinct examples of the multiple forms of antisemitism, including those related to the State of Israel. Since then, it has become an indispensable tool for dozens of national governments.

The letter demonstrates that the vast majority of those engaged in combating antisemitism and the Jewish communities worldwide who are its target find the IHRA definition not only helps fight antisemitism, but – as the letter affirms – “can be used entirely consistently with fundamental human rights standards.”

The letter asserts: “We have long recognized that in order to combat antisemitism we must understand it. Key to these efforts is employing a clear and comprehensive definition that explains the multiple forms antisemitism may take. It is our collective view that the non-legally binding IHRA Working Definition of Antisemitism is an indispensable tool to understand and fight antisemitism, and one that can be used entirely consistently with fundamental human rights standards. Indeed, any UN Action Plan must acknowledge the importance of the IHRA Working Definition to the vast majority of Jewish individuals, organizations, and communities who are the primary targets of antisemitic hatred, discrimination, and violence; are the Action Plan’s primary intended beneficiaries; and are best placed to identify manifestations of hatred and bias directed against us.”

Demonstrating broad international support in a letter to Secretary-General António Guterres and Under-Secretary-General Miguel Moratinos, who is the UN system’s focal point on antisemitism, this effort was spearheaded by ADL, AJC, B’nai B’rith International, the Conference of Presidents of Major American Jewish Organizations, European Jewish Congress, Jewish Federations of North America, and World Jewish Congress. Jewish communities from 66 countries joined the appeal, along with other civil society organizations, academics, and faith leaders. An annex to the letter also enumerates the hundreds of national, state, and local governments as well as corporations, sports franchises, scholars, academics, and universities that have already adopted and use the IHRA definition.

Under-Secretary-General Moratinos will convene a meeting in Cordoba, Spain, on June 20-21, where the UN action plan will be discussed. The letter asks the Secretary-General and the Under Secretary General “to ensure that the IHRA Working Definition of antisemitism is referenced positively in the forthcoming ‘UN Action Plan on monitoring antisemitism and enhancing a system-wide response’ as an indispensable educational and monitoring tool, the value of which has been widely recognized by many key stakeholders, and one that should be used for training UN staff, among others, on how to recognize and respond to antisemitism.”

ADL is the leading anti-hate organization in the world. Founded in 1913, its timeless mission is “to stop the defamation of the Jewish people and to secure justice and fair treatment to all.” Today, ADL continues to fight all forms of antisemitism and bias, using innovation and partnerships to drive impact. A global leader in combating antisemitism, countering extremism and battling bigotry wherever and whenever it happens, ADL works to protect democracy and ensure a just and inclusive society for all. "About the IHRA non-legally binding working definition of antisemitism

The IHRA is the only intergovernmental organization mandated to focus solely on Holocaust-related issues, so with evidence that the scourge of antisemitism is once again on the rise, we resolved to take a leading role in combating it. But to begin to address the problem of antisemitism, there must be clarity about what antisemitism is.

The experts in the IHRA’s Committee on Antisemitism and Holocaust Denial built international consensus around a non-legally binding working definition of antisemitism, which was then adopted by the Plenary. By doing so, the IHRA set an example of responsible conduct for other international fora and provided an important practical tool for its Member Countries.

The working definition has empowered many to address this rise in hate and discrimination at their national levels. Information on endorsement and adoption of the IHRA working definition of antisemitism can be found here.

Countering antisemitism today also means countering Holocaust distortion. Explore the IHRA's Toolkit Against Holocaust Distortion to learn more and to find ways to get involved.

The working definition of antisemitism

In the spirit of the Stockholm Declaration that states: “With humanity still scarred by …antisemitism and xenophobia the international community shares a solemn responsibility to fight those evils” the committee on Antisemitism and Holocaust Denial called the IHRA Plenary in Budapest 2015 to adopt the following working definition of antisemitism.

On 26 May 2016, the Plenary in Bucharest decided to:

Adopt the following non-legally binding working definition of antisemitism:

“Antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities.”

To guide IHRA in its work, the following examples may serve as illustrations:

Manifestations might include the targeting of the state of Israel, conceived as a Jewish collectivity. However, criticism of Israel similar to that leveled against any other country cannot be regarded as antisemitic. Antisemitism frequently charges Jews with conspiring to harm humanity, and it is often used to blame Jews for “why things go wrong.” It is expressed in speech, writing, visual forms and action, and employs sinister stereotypes and negative character traits.

Contemporary examples of antisemitism in public life, the media, schools, the workplace, and in the religious sphere could, taking into account the overall context, include, but are not limited to:

Calling for, aiding, or justifying the killing or harming of Jews in the name of a radical ideology or an extremist view of religion.

Making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as collective — such as, especially but not exclusively, the myth about a world Jewish conspiracy or of Jews controlling the media, economy, government or other societal institutions.

Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews.

Denying the fact, scope, mechanisms (e.g. gas chambers) or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust).

Accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust.

Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.

Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor.

Applying double standards by requiring of it a behavior not expected or demanded of any other democratic nation.

Using the symbols and images associated with classic antisemitism (e.g., claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis.

Drawing comparisons of contemporary Israeli policy to that of the Nazis.

Holding Jews collectively responsible for actions of the state of Israel.

Antisemitic acts are criminal when they are so defined by law (for example, denial of the Holocaust or distribution of antisemitic materials in some countries).

Criminal acts are antisemitic when the targets of attacks, whether they are people or property – such as buildings, schools, places of worship and cemeteries – are selected because they are, or are perceived to be, Jewish or linked to Jews.

Antisemitic discrimination is the denial to Jews of opportunities or services available to others and is illegal in many countries."

And another one...will demote Christianity below the religion of the Anti-Christ Pharisees:

The Global Anti-Semitism Review Act prohibits the following:

1. Any assertion “that the Jewish community controls government, the media, international business and the financial world” is anti- Semitic.

2. “Strong anti-Israel sentiment” is anti-Semitic.

3. “Virulent criticism” of Israel's leaders, past or present, is anti- Semitic. According to the State Department, anti-Semitism occurs when a swastika is portrayed in a cartoon decrying the behavior of a past or present Zionist leader. Thus, a cartoon that includes a swastika to criticize Ariel Sharon's brutal 2002 invasion of the West Bank, raining “hell-fire” missiles on hapless Palestinian men, women and children, is anti-Semitic. Similarly, when the word “Zionazi” is used to describe Sharon's saturation bombing in Lebanon in 1982 (killing 17,500 innocent refugees) is also “anti-Semitic.”

4. Criticism of the Jewish religion or its religious leaders or literature (especially the Talmud and Kabbalah) is anti-Semitic.

5. Criticism of the U.S. government and Congress for being under undue influence by the Jewish-Zionist community (including AIPAC) is anti-Semitic.

6. Criticism of the Jewish-Zionist community for promoting globalism (the “New World Order”) is anti-Semitic.

7. Blaming Jewish leaders and their followers for inciting the Roman crucifixion of Christ is anti-Semitic. ***see below

8. Diminishing the “six million” figure of Holocaust victims is anti- Semitic.

9. Calling Israel a “racist” state is anti-Semitic.

10. Asserting that there exists a “Zionist Conspiracy” is anti- Semitic.

11. Claiming that Jews and their leaders created the Bolshevik Revolution in Russia is anti-Semitic.

12. Making “derogatory statements about Jewish persons” is anti- Semitic.

13. Denying spiritually disobedient Jews the biblical right to re- occupy Palestine is anti-Semitic.

14. Alleging that Mossad was behind the 9/11 attack is anti-Semitic.

*** John 19:11Jesus answered, “You would have no authority over Me if it were not given to you from above. Therefore the one who handed Me over to you is guilty of greater sin.” 12From then on, Pilate tried to release Him, but the Jews kept shouting, “If you release this man, you are no friend of Caesar. Anyone who declares himself a king is defying Caesar.”…

Acts 3:13 The God of Abraham, Isaac, and Jacob, the God of our fathers, has glorified His servant Jesus. You handed Him over and rejected Him before Pilate, even though he had decided to release Him.

John 19:14It was the day of Preparation for the Passover, about the sixth hour. And Pilate said to the Jews, “Here is your King!” 15At this, they shouted, “Away with Him! Away with Him! Crucify Him!” “Shall I crucify your King?” Pilate asked. “We have no king but Caesar,” replied the chief priests. 16Then Pilate handed Jesus over to be crucified, and the soldiers took Him away.…

John 19:6 When the chief priests therefore and officers saw him, they cried out, saying, Crucify him, crucify him. Pilate saith unto them, Take ye him, and crucify him: for I find no fault in him.

Luke 23:18 And they cried out all at once, saying, Away with this man, and release unto us Barabbas:

United Nations signs "Declaration of the Seven Laws of Noah"

On June 10th, 2013, United Nations diplomats from several different nations, including Egypt and Israel, attended the "One People, One World" Conference which was hosted by The Institute of Noahide Code (INC), a UN-accredited NGO dedicated to spreading awareness of the Seven Noahide Laws. A summary of the conference was uploaded as a PDF to the United Nations website which you can view below. According to this UN summary of the conference, the attending delegates signed a "Declaration of the Seven Laws of Noah," which emphasized the importance of the Seven Noahide Laws in maintaining peace, justice, and harmony among peoples and nations. The conference organizer, Rabbi Cohen, emphasized the need for "monotheism" in order to unite the world under "the one true G-d" and reiterated the Noahide Law prohibitions against "idolatry", "blasphemy" and "forbidden sexual relations." The UN document states the Noahide Laws are laws "which all peoples of the world are obligated to follow." The document also mentions the "Lubavitcher Rebbe", presumably Rabbi Schneerson who said that non-Jews exist only for the sake of Jews. Since 2013, the UN has hosted several other INC conferences. (Videos Below) Why would the United Nations sign a "Declaration of the Seven Laws of Noah," which are Jewish supremacist laws from the Babylonian Talmud and command non-Jews to set up courts which are at least theoretically supposed to execute non-Jews who do not follow Jewish strictures? Why would the UN document state that the Noahide Laws are laws "which all peoples of the world are obligated to follow." Does the UN really believe that Noahide Laws are mandatory for all nations and that we must all submit to the "one true G-d" of the Jewish Talmud? ...

In 2013 the Insitute for Noahide Code signed a proclamation with the United Nations Stating the Noahide Laws are "obligatory" for all mankind (here). This same organization has listed "decapitation" as part of the command to create Noahide courts on its official website.

“That the court is to administer the death penalty by the sword [i.e., decapitation].”

The original IHRA -- the International Hot Rod Association (drag racing) -- was formed in November 1970 by businessman Larry Carrier.

The international holocaust racketeer$' IHRA was established in May, 1998.

I'm not a fan of drag racing; just pointing out that the IHRA name was already in established use long before the Perpetually Aggrieved stole it.

LOL, when I saw that headline I was thinking NHRA Summer Nationals. Always had a thing for Shirley Muldowney, burns and all. I just had to call police again because Mexicans do not understand basic civility, the stupid fucks have been hosting a birthday party on next street over for the last five hours, part of which involves a PA system that would put Owsley to shame. Hell, I had all my windows and doors closed, the A/C running, and put in in a load of load of laundry just for good measure. Coulsd still hear beaner boop-boop crap over Melvins even after I turned subwoofer all the way to 11. This on an 800-watt Sony amp.
