Chicago Police were using Vascar back in the 70s on Lake Shore Drive. The main problem with Vascar was the chance of human error.

That changed when they started using radar to clock speeds.

When cops were using the hand held unit they would sometimes place it between their legs. This caused the development of testicular cancer.
