Many of those slaves were bought up by whites and sent over to the U.S. Thomas Jefferson freed all his slaves early on long before the abolitionist movement started in the U.S. There were even slaves in Delaware and Maryland. But Lincoln's Emancipation Proclamation only freed saves in the rebellious states.
